SOĞUK SAVAŞ SONRASI RUSYA’NIN DIŞ POLİTİKASINDA YAKIN ÇEVRE POLİTİKASI VE ORTA ASYA
ÖZ
1990’lı yılların başlarında sosyal, ekonomik ve politik alanlarda Rusya’da yaşanan belirsizlikler sonrası, 2000’li yıllardan itibaren ülkenin dış politika stratejilerinde oluşan uzlaşma Kremlin’e uluslararası sistemde yeni bir boyut kazandırdı. Putin’in üçüncü kez iktidara gelme sürecinde Rus dış politikasında belirginleşmeye başlayan ve kısaca Avrasya birliği projesi olarak adlandırılan yeni süreçle birlikle, bundan sonraki dönemde eski Sovyet alanında bir arayışı işaret etmektedir.. Bu alanların başında da Orta Asya gelmektedir. Putin , Rusya’nın büyük bir devlet olma yolunun Orta Asya’yı da içine alan yakın çevre üzerindeki nüfuza bağlı olduğunu ve bu nüfuzu önleyebilecek olası tehditlerin Afganistan üzerinden gelebileceğini vurgulamıştır.

The Near Abroad Policy And The Central Asia In Russian Foreign Policy In The Post-Cold War Era
Abstract
Uncertainties in the social, economic and politic spheres of the new independent Russian society in the early 1990s were replaced with the consensus in the Kremlin’s foreign policy strategies in international system since the beginning of 2000s. Indeed, after Putin came to the power for the third time, Russian foreign policy has begun to crystallize this new integrationist process, called briefly as the Eurasian Union project. This process indicates a more effective sea rch in the former Soviet Union area. Central Asia is considered as the leading area. Putin point out, that on its path of becoming a greater state Russia highly depends on the influence, which it may have on the near abroad including the Central Asia. Russia also points out that possible threats and risks, which could prevent this influence, may break out from the South, in other words from Afghanistan.
